OnTarget, developed by Abound Health, is an integrated electronic health record (EHR) system designed for providers serving individuals with intellectual and developmental disabilities (I/DD) and mental health needs. While the platform offered robust functionality for clinical documentation, billing, and compliance, its desktop-first approach created friction for field-based care providers who needed real-time access to schedules, patient notes, and care data during visits.
As OnTarget looked to expand its mobile capabilities, the company needed a partner who could deliver a secure, reliable, and user-friendly mobile solution while acting as an extension of its internal product and engineering teams.
The opportunity
OnTarget’s desktop-based EHR was comprehensive, but frontline caregivers required access in the field. Without mobile functionality, providers faced delayed or incomplete data entry, compliance risks, and inefficiencies in daily workflows.
Key challenges included:
- No mobile experience: Staff relied on manual workarounds and post-shift data entry, creating friction and errors.
- EVV compliance needs: Required reliable time tracking and location validation, not supported natively.
- Limited internal bandwidth: Engineering teams were fully allocated to existing priorities.
- High UX expectations: Care providers needed a consumer-grade experience while maintaining HIPAA-compliant security.
These limitations impacted care efficiency, data accuracy, and provider satisfaction, while increasing pressure from customers requesting mobile access.

The solution
Dualboot partnered with OnTarget through a phased delivery model, working closely with internal stakeholders to align frontend, backend, and security requirements. The collaboration operated as an integrated team, adapting quickly to user feedback and evolving product needs.
Implementation highlights included:
- Design Sprint & UX: Defined workflows for field-based care, focusing on shift management, real-time documentation, and EVV-compliant clock in/out.
- Core Feature Development: Built modules for notes, timesheets, and a centralized Action Center to track tasks efficiently.
- Offline Functionality: Ensured reliability in low-connectivity environments.
- Security & Compliance: Enforced HIPAA standards across all features and data handling.
- Integration & Deployment: Coordinated API development, testing, and infrastructure with OnTarget’s internal engineering team, leading to a phased rollout on the App Store and Google Play.
Throughout the process, Dualboot worked closely with OnTarget, embedding deeply within their teams to ensure seamless integration and delivery.
“Dualboot’s willingness and determination to improve team collaboration and dedication to the project impress us.”
